Most appropriate repair for horizontal crack in foundation

I have an 8 feet long horizontal crack in my crawlspace foundation and wonder if anyone has any idea what the likely cause is judging from the picture, and how it should be repaired. The crack is high up on the foundation and the crack line is not straight and there does not seem to be any moisture.

It looks like a cold joint from the concrete pour. The lower section set too much before the second truck with more concrete.

That wall appears to be CMU's and a crack as opposed to a cold joint to me.

Thanks for comments. In either case, the crack is greater than 1/4". Is that due to the rebar corroding and the section needs to be replaced, or is there a better way to fix it?

A polyurethane low pressure injection system is what i would use, as i doubt it's a structural problem, of course that's my opinion only, i'll post a link to a product that's well regarded for this repair.
