Foundation hole


Hi everyone. I have a 150 year old house, I noticed some air leakage coming from my basement. After some digging and cleaning I noticed some open spots in the foundation, direct to the outside.
After asking "friends of friends" someone said using Ardex to fill it in would work good, then someone said mixing lime and cement with a bonding agent in a grout bag would work.
Any suggestions?

hydrophyllic polyurethane is my suggestion - is that the wall on top of a 'sill plate' of sorts ?
