Cinder block foundation wall not level


This may be a silly question but I thought i'd ask. I noticed that one of the foundation walls was not level. It isn't off by a whole lot, but should I be concerned? I attached a pic. I also noticed that the floor above, the kitchen counter top doesn't go all the way to the wall on one side which is approximately directly above, but unsure if the two issues are related.

level or plumb ? your pic shows as vertical, not horizontal,,, also helpful if we knew your definition of 'whole lot',,, pls post specifics such as '4" down on right on a 4' level' (that's fairly severe for most of us),,, another example - 'vertically, its a blue hair off plumb on an 8" block' - we wouldn't know what that means w/o actual measurements
also is it the floor above that's an issue ?
the floor above the kitchen counter that's an issue (why any flooring above a kitchen countertop mystifies me)
or, as you post, 2 issues when i can see maybe 4 ?
come to think of it, have NO idea to what actual issue you inquire & reference,,, really too bad as its an interesting post
tell you what - can you post more thoroughly using clear logical sentences that we can understand ? reason being none of us can see your house from our house,,, maybe someone else'll come along when they wake up & understand what you're trying to ask,,, but not f'n likely

how old is your house

what are you wanting to do that the minor discrepancies
seem to be a problem

when woodworkers and carpenters work with concrete block,
there are ways to make sure their work is level and plumb with shims.

so - are you just criticizing the level of workmanship of the masons ?

or ~ are you wanting to add something that requires an exact level/plumb surface.
[just trying to understand the reason for your post a little more clearly].

Note: one photo of your level is just that - a photo of your level.
6 photos of your concerns: now that is a legitimate question with
documentation for others to figure out what's going on.

If you're not sure you should always ask, not a silly question. That is plumb. It could be well within construction tolerances, but to alleviate any dire thoughts, you can check:

Basement - If you measure how out of plumb the wall is from the bottom slab to the top of block, what is it, maybe an 1"? Is the wall just bowed there, or is the entire length leaning out? Do you have exposed floor framing to see if there are any cracks or any boards are pulling apart? Have multiple floor joists been cut to do something?

Kitchen - Bowed wall or poor drywall finishing? Gap getting bigger? Crack where ceiling meets wall?

Roof - Any previous rafter ties been removed for more attic storage?

Exterior - Any water issues?

Also, is this new construction, or old? If the latter, could just be plain bowed from years of pressure.
