Should I insulate Ceiling in Well Room


I live in MN and have a private well in my basement. I'm looking to insulate and clean it up, but I notice this cardboard type ceiling (see pics). Is this safe to remove and just glue up pink insulating foam-board? The ceiling is under the front concrete step. Thanks

Pictures must be turned , I've never seen blocks used as a wall in the vertical alignment as you show.

You are loosing heat out the ceiling into the concrete steps, so insulating is a good idea, is that stuff loose and easily removed?

Seal every corner , seam, edge, everything. Heat escapes easy through the tiny cracks.

Can you say exactly what the "cardboard like" stuff is?

I have seen foam core , which is a thin foam lining with cardboard on both sides used, and always thought that it was better than nothing, but not too effective.

I don't know what that junk is. Perhaps there is no harm in going over it? Depends on what is behind it I guess. Yes foam insulation would be good. Code required it to be covered. OSB or drywall would work. I would hold it a half inch off of the block wall and run a bead of great stuff foam in the gap.
