Insulating space betweek joists that run from crawl to basement

I have an older house with a partial basement and then crawl space where an addition was put in about 20 years ago. The floor joists run from the basement over the sill plate and into the crawl and these spaces look like they were just stuffed with insulation (see pictures). Is this correct or is there another way to seal these spaces?

Add your climate region or nearest big city to your profile so it will show up with each post, it helps.

Are either the basement area or the crawlspace heated?
Do both have concrete floors?
Is the crawlspace vented?

There are tow issues, humidity and heat. Once we determine those then we can advise on closing off or not. In some cases it is better to leave those cavities open and seal (encapsulate) the crawl.

More details.

Sorry....Long Island. Neither space is currently heated, but plan to heat the basement when I finish it. Basement has a concrete floor and the crawls all have rat slabs (concrete). No dirt. Plenty of venting in crawl space.

Re: Insulating space betweek joists that run from crawl to basement

Two options on a crawlspace, vent it and insulate the floor above orclose the venting and insulate the foundation. The second one is followed by adding heat to the crawl.

One advantage of heating the crawl with the foundation insulated is warmer floors. Your activity above helps to determine which is desirable.

If you are going with insulated floors and ventilated then you need some sort of solid blocking in those joist cavities, Fiberglass insulation is an air filter.

With a vent CS there should be joist material cut to fit between the joist and installed from the CS side on top of the sill and sealed from the inside. Even as best you can around heat ducts and such. And then insulated from the inside.
