Insulating above ground dry stone foundation


I recently purchased an older home, and it has a dry stone foundation. the front part of the foundation is above the ground by a couple of feet. there is a wooden sheathing board that covers up the stone foundation but behind that there is a space with no insulation at all. just the exterior of the foundation.
I was wondering the best method of insulating this sp0t and if i should put some hydraulic cement in there. i live in a relatively cold area, -30 for a couple weeks each year. lots of snow and it gets to about 95 or so at max in summer.

How is the wood affixed to the stone?

If the space can be air sealed and made air tight, insulating the wood might be preferred.

Dry pack stone foundations are very sensitive and whatever way you go, you might want to preserve an inspection area for the service and maintenancef of the foundation.

the sheathing isn't attached to the foundation at all just hangs from the sill. about 8 inches of space and the bottom of the sheathing meets the ground.

My thought was to sue some hydraulic cement and then cover it with blue board.
