How to insulate HVAC/Plumbing chase that runs from crawlspace into utility closet

I live in a split level single family home with a crawlspace. There is a small "chase" (not sure if that's the correct term?) where an HVAC duct and plumbing runs into a utility closet in the finished basement/bottom floor. I'm looking for recommendations on how to seal off that chase to A) keep out the mice/insects and B) block any airflow between the crawlspace and the HVAC closet so my HVAC is conditioning the inside air instead of sucking in outside air from crawlspace via the chase.

I don't think normal fiberglass insulation or rockwool is going to do anything to stop the mice. There is no good way for me to construct a hard panel due to the irregular shape of the opening and various pipes/wires running through.

I was thinking something like fireproofing caulk might work but the gaps between the pipes and cinder-block walls are fairly significant (like ~3" to 8" in some areas) which I think is much too big for caulking.

Any recommendations?

i have a pair of tin snips but the shape of the opening is very irregular - even the bottom right corner that looks square in the corner is actually just a broken piece of cinder block. So it'd be a nightmare to try to cut a piece of sheet metal to fit.

I was thinking maybe just get some bricks/stones and mortar and try to fill in the space as close to the pipes as I can and then use fire caulking to seal the final small gaps. Was trying to avoid that hassle and hoping there might be some magic product out there that'd make quick work of this.

pest-block (aka closed cell urethane) great stuff to fill the gaps? then something to make it look pretty.
