How to fill the gap between framing and Tar paper


Hello,
The attached picture is a piece of cardboard slid down between the exterior wood framing and the tar paper. This gap is say 1/16-1/8 of an inch along that the wall. The cardboard slides down about 6-8 inches.
The question is should I fill this with some spray insulation from a can over the surfaces of the 2x4 and Tar paper, or from under the house. The house is on a raised wood foundation. Is seems like it may not stick to the paper. I just don't know. Any ideas or experience with this problem is appreciated.

I'm not sure what I'm looking at. Is that whole space going to get insulated?

I'm not sure what I'm looking at either but having a hard time figuring out why you think that cardboard needs to be there.Take the cardboard out and forget about it.
What are you trying to do with this wall?Insulate?Finish?Nothing?

Turn your head 90* to view (bottom plate gap to exterior wall building paper, no sheathing). Leave the gap as the paper is not air tight at the laps/seams (horizontally every 3') anyway. You could air-seal the wood decking from under the house to stop crawl-space air movement to there.
