It shouldn't. The reason for the plastic is to keep the moist air out.

The plastic is perforated.and is is open on top and bottom...

Insulation needs to be covered with an air barrier. I've see many cases where people stapled up fiberglass insulation but did not install the drywall, maybe that is why they call it "dry"wall. But in any case the humidity from the inside air filters through and forms ice, sometimes lots of ice, against the cold sheathing.

Is that insulation pictured covered or exposed?

If you're seeing water, it may be because you have them exposed and all the indoor air is mixing in. Once you cover the insulation, assuming the framing bays are air sealed to best ability, that moisture shouldn't be happening too much. Paint is also pretty good vapor retarder.

If the plastic is perforated then it is meant to be covered a vapour barrier.
