Can I use R13?


I am in Ocean County, NJ. Can I use R13 for my addition walls or do I have to use R15? The map is showing me in Zone 4, which appears to allow me to use R13.

I am on a lagoon, that eventually goes to the Barnegat Bay. Does this make me fall in the marine category?

What's the building inspector have to say about it, you did get a permit, right?
Most would call for 2 X 6 walls and R-19 insulation in the walls, and at least R 40 in the ceiling.
