attic insulation

We just moved into a 10 year old house. I checked the attic and there are some problems. The ductwork is insulated flex but the elbows at the registers are metal and the flex was not pulled over the elbow correctly. Half of the elbow is showing. Can I just insulate over the top of the elbows or do I need a professional HVAC contractor to insulate the elbows. I also have a garage with all three sides insulated but not the ceiling. There is a water softener in the garage and I am worried living in Indianapolis that it may get too cold in the garage and a water line break. Also what is the proper amount of insulation that I should have in the attic as far as depth and how do I consider savings versus cost to add more insulation.

Any professional help would be greatly appreciated.

Seal all the connection with foam and/or mastic.

Cut the straps on the flex lines so they lay across the attic floor.

Seal all the top plates and penetrations in the attic floor while you are up there.

Blow in R-49 and you are done.

Garage is an outdoor space and anything water related should have never been out there. Insulating the ceiling will help slow the loss of energy but don't count on it keeping the tank from freezing.

Why does the heating system play a roll in the required "R" values required on the zone map?? And if it has that much meaning then I would think coal, wood, and pellet stoves would be listed as well????
