Plant Mondo Grass on the steep surface?

Quite steep surface, I decide to plant mondo grass for soil protection.

Should I plant them 90 degree vertical to the surface, or in the direction of vertically upward?

Any other ground cover suggestion? (DC metro area)

Landscape company puts a lot of mulch on the steep surface, but I like to plant green plant cover, when I plant mondo grass, should I remove all the mulch, so that it can spread?

I know zilch about Liriope, but some like sun and others like shade. Plant straight up and make sure roots are pulled apart a bit....and not coiled as they come out of container. Put a 20-10-10 lawn fertilizer tablet at bottom of hole. Do you like daylilly? They have great roots for holding soil together. No need to remove mulch. Not sure about Pampas grass for your area. Either sterile or free seeding. You might ask.
