Why line the underside of garage roof with plastic?

The entire underside of this garage roof has been covered with sheets of black plastic. I've been told this is probably because of previous roof leaks. Could there be other possible reasons?
The roof itself looks fairly new from above.

....possibly it had to sit undone for a while and they covered it in the plastic, then just roofed over it rather than remove it before decking it? Just a thought.....

underside being under the shingles, or under the sheathing?

If it is the former, then it's probably a synthetic underlay (instead of the typical 15# felt). If it is the latter, then it's some sort of roof wrap like http://www2.dupont.com/Tyvek_Weather...atticwrap.html which seems kindof useless to me. It could also be some sort of bagged insulation you typically see in warehouses.

Under the sheathing.
It covers everything you can see when you look upward inside the garage.

I can't get in there right now, we don't own the place yet.
I think it is stapled up to the underside of the sheathing and rafters. I don't think it is sagging. The building inspector said it was extremely odd, but he didn't look under it.

I would sure want to look under it.

There is no reason for it to be there except to trap moisture or hide something.

Might sound a bit silly but.,maybe the space was used as a game room with a high dollar pool table,foose ball,air hockey or other types of entertainment.

Furniture etc.Or for us car guys/gals a 1955 Bel air.,.,with 1500 actual miles.

Maybe they thought it best so debris/dust would not cover the property.
