That does not surprise me in the least. I have seen attempts at repairing individual concrete tiles on certain roofs fail again and again.
Case and point, tile failure anywhere near the valley. New tile placed, roof leaks. Remove several tiles, replace underlayment, replace tiles no leak.
Imagine that, the felt is important?
