water and ice barrier question

My parents are in their late 80's and have a roof that has very little slant to it,. plus it a vaulted ceiling inside. They had a new roof put on and because of the pitch of the roof the contractor installed a water and ice barrier product on the Whole Roof.. This spring they had very bad roof leaks from what look like the peak area and below. My question is..If a conctractor installed this water and ice barrier on the Whole Roof, from what I read it shouldn't leak? No matter what? Ice damn, snow and rain?
\
and is it important or not that if you have a water and ice barrier install should they also install the felt too?

Thank you

water and ice barrier question

I'm assuming they installed a shingle roof. if so they installed the wrong roof. shingle roofs are not designed for low pitch roofs. it should of been a split sheet or rubber glue down.
could be the leak could be coming in from the apron flashing above. BOB
