Torch on "bubble" - concern?

Just had a professional company install a torch on (IKO, TP-180-CAP) - (re-roof, old shingles removed) on inspection when I got home (he had already left) I noticed a 5' long, by 2" wide, ~1" high "bubble" not attached to the substrate - under the heading of "never ask a question you don't already know the answer to" - when I bring this up with the roofer, I'd like some opinion if this is an area of concern, and if any remedial work is warranted? (and yes I did a search any nothing came up)

yes, there should not be a 'bubble' on a new torchdown roof.
