Default Sweating Skylight Frame

Occasionally, water condenses on the part of the frame that is inside the room. The skylight is 20 yrs old and I can see some dirt between the inner and outer dome and a small section of gasket is out of place. It is not leaking due to rain water.

If I replace the dome and the weatherstripping between the dome and the frame, would this likely reduce or eliminate the inside condensation? One installer said he would replace the entire skylight including the frame. Two skylight mfgrs. said I only need to replace the dome(s).
