Best way would be to change the roof so it has a slope to it.
Second best would be to remove what you have and have a EPDM roof installed.
Got some pictures?

You said "best" but for some reason I think you are looking for ez, because you asked about recovering. A recovery is seldom ever best, though is acceptable in some situations. If you have more than 1 layer you likely can not go over, by code. If you have had ongoing leakage or fear rotten wood, I would highly suggest not going over.

BTW "rolled roofing" is a generic term and could mean alot. To me it means 90# mineral roll, but to some it could mean modified. Most low slope membrane comes on rolls, so a pic of what's there now would be incredibly beneficial to us in making recommendations.

There are numerous flat roofing options. What is "best" depends on the use of the roof and design. There are seldom ever any one size fits all roofing solutions. Learn more about your flat roofing options here:

I see no pictures. Did you forget the link?

A self adhering modified bitumen roof is fairly DIY friendly and if the roof ties into a shingle roof I sometimes prefer the granulated modified bitumen roofing system. A self adhering modified bitumen roof will require more upfront investment than some other roofing systems. EPDM is also another DIY friendly roofing system. Though EPDM is single ply and is less forgiving if you make any mistakes. Where as the self adhering modified bitumen is usually at least 2 layers, preferably 3, so chances for failure are minimized. I usually recommend people not try doing DIY roofing if they don't have a good understanding of construction methods. A repair? Sure, but a roof replacement if done wrong, can cause thousands of dollars worth of damage and maybe a few sleepless nights on the couch if you piss your wife off enough.
