Stuck Felt

I'm reroofing a shed with a hip roof, and can't seem to get the old felt up on the south facing side. I'm not sure if it's cemented down but on the rest of the roof it came right up.

Can I put new felt over the old as long as the shingles are pulled off?

Sure can, just double check for nails sticking up.
