Stop work order

So someone started your roof without obtaining a reroof permit??

IMO the one who started the project without a permit should be liable.

Are you for sure a stop work order was in fact issued?

Are for sure that it in fact does take 30 day's for a permit ?

How do you learn of the cease order ?(Who told you?)

I am just trying to see if the information you have recieved is from a city official with the building department.
