Step flashing confirmation

I have several versions of instructions from online sources on installing step flashing and nobody (including FEMA) mentions sealant or roofing cement. I just wanted to confirm with real people that for step flashing at a roof-wall intersection, there does not need to be roofing cement or sealant between, under, in, on, or over the flashing pieces, or between the edges of the shingles and the flashing.

Is this correct?

You don't need caulk if the siding goes over the flashing.

Yes, it's correct. Be sure to get the right size that overlaps each course 2"-3".
Cement and caulk aren't used at any wall intersection, btw.
