should I cover old roof with new rubber or rip off old first?

My porch roof (1300S/F) is half rolled roofing and half tar and pebble that's been painted over. I bought the house this way and it leaks all over. Should I put insulation board and rubber roof over it or rip it all off first? I have no idea how many layers are on there now but it seems pretty solid when I walk around on it.

If your gonna re-roof it anyway, I would definitely take it down to the wood, see if there's some damage that needs to be repaired and fix it right. It wont cost you a dime more, just a bit more labor.

You're right! I know there is one "soft" spot and I should really look at/fix it. Anyway, when I take it down I can blow some insulation into the part of the porch room that's over the kitchen.

I am a flat roofer. I highly recommend using a thermoplastic membrane. Don't use rubber. Duro-Last makes an excellent product. Check it out online.
