Shingles come up short
 
Long story short, tenant had brother do roof for me. Actually did a good job in a few parts. Made a few mistake in others, and some other parts he screwed up. First problem the first run of shingles is flush with the facia. I hope to tear out first row of shingles , it is a 4/12, three tab. I will have to do two- 20 foot sections. How do I resize the new shingles, run two rows up and just cut the shingle 1-1/2 inches past facia board. The roof looks fairly square. The rest of the problems require pictures.

1-1/2 is way to much. There going to droop or fly off if the wind hits them.
1/2" to 3/4 is enough.
Is there any over hang in the first row at the bottom?

I've run into that problem a couple of times.
Figure on running the first two rows of shingles - where they should be run.
Than, go back - snap a chalk-line on the bottom row - take a hook-blade
knife - cut the first row; leaving a 1/2 to 3/4 inch overhang.
People don't really notice it.
You might want to run a new starter course.

By the way -
if you try to split the difference, on the first two rows of shingles -
(the exposure)
it establishes a pattern, that sticks out.

No overhang, the shingle sits 1/2 over the drip edge. The drip edge in parts has no side to side overlap. Some spots there is a gap between the two pieces. Not sure of the roofers logic, I mean some spots are real nice, how could he make such a junior mistake?
