Seal/Paint a Flat Tile Roof?
I know nothing about roofing, but a neighbor has recommended we paint/seal our flat-tile roof to 1) resist mildew and look cleaner longer; and 2) withstand high winds by sealing cracks between tiles. We lost several tiles during Hurricane Wilma last year (in South Florida), so it sounds very interesting. Would painting actually be beneficial to the roof?

No, it would not. If you only lost a couple of tiles during a hurricane, youre doing pretty good.
