Roofing Query

I have a small (12 x 18) but very well-constructed (2 x 4 studs and 2 x 6 rafters) shed that is about 25 years old. The shingles are standard 3-tab on plywood that is very sound (no leaks and no soft spots), but the shingles are very weathered, worn and in need of replacement.

I am inclined to rip off the old shingles and and felt and replace them with new, but I am wondering, what are the pros and cons of installing a new roof over an old vs. removing all old shingles and felt and replacing with all new?

Any insights and/or construction suggestions will be appreciated.

Thanks.

You can go over and people do, but why not strip it, have a good look at the ply, make sure there are no issues with it and then paper and shingle. Makes for a better job all round IMO.

Thank you, bonus. Your rationale is good.

The roof is not insulated, I have a very clear view of the decking and it is in good condition. Are there any other reasons you know of that make ripping off the old a better choice?
