I have an existing shingle peak roof on a trailer house. I want to put another layer of plywood on top of that and increase the overhang slightly. Do the existing shingles have to be removed or can the plywood be nailed on top of them?

You can't put anything over it. Only allowed 1 layer period.

The problem with more roofing on top is that it is very heavy. You put another layer and your roof is not as structurally sound. There is building code that dictates what can and cannot have multiple layers of roofing. It is to protect you from your roof collapsing.

I would not add an additional layer on a trailer.

Most "trailers" have 2x2 rafters; they can barely support the roof that's already on it.
I would not add to it.
