Roof heat tape installation options


We currently have 15 buildings in our HOA with 4 -6 townhomes per unit. We are located in Summit County CO. (> 10,000 Ft) Our electric cost for the heat tape which remains on from mid November until mid May is about $14K - $15K. per year. We have also had new heat tape fail within 3-5 years and we are preparing to replace much of the existing heat tape. Can we add timers that cycle 2 hours on then 2 hours off to save on energy cost? Is it recommended toinstall multiple splices to minimize the length in a single run? Previous installers had run out and back in the gutter system to avoid splices thereby doubling the lenght of heat tape required. Is it economical to buyself regulating temperature controled heat tape? Will upgrading to 220V heat tape save enery cost?
