Roof Flashing around Chimney

I had my roof redone last year and after being up on my roof I don't think the flashing was done correctly around the chimney. The quote was for lead flashing which i don't think i got and it doesnt look like the flashing on other houses in the neighborhood

I'm no expert and not sure if this job looks ok or not. Please advise

That does not look like lead flashing, but lead is easy to identify. Unpainted lead is silvery color. Lead is very soft, it can be easily bent by hand. It is very dense (about 11.4 gm/cubic cm, or 710 lbs/cubic foot). The best way to absolutely identify lead is to take a small sample and determine its density by weighing the sample, then determining the volume of the sample by putting it in a graduated cylinder to determine the displaced volume of water. The weight of the lead divided by the volume is the density. Of course, to do this you need a reasonably accurate scale (a postal scale would work), and an accurate way to measure volume. If you don't have this equipment, use the soft metal test.

Although it looks a mess and I’ve never seen white lead picture #5 shows evidence of step flashing and counter flashing installed into a groove ground into the brick. There should be no need for the goop where the shingles and flashing meet.
Does it leak?

That wasn't flashed in any way, shape, or form. They just caulked around it. It leaks without a doubt, even if the water hasn't made it to the sheetrock yet. More info here.
