Replacing flat roof now, shingle part of roof later?

We have a roof that has both a flat section (the top) and sloped parts covered with shingles. The shingles are fairly new, the flat part has not been replaced in awhile.
I've been told after replacing the flat roof (with app?) it would be easy to replace the shingles later by lifting up the flashing around the edge of the flat roof. This seems flakey to me, but must have been done when they replaced the shingles recently. What do you guys think?

It can be done. The edge metal will be deformed but it can be replaced or some what straightened.

Here's a photo of the building from a distance. You can see the sloped shingles, the top is flat and right now has tar and gravel.
Since the flashing is embedded in the roofing tar or membrane, how would one go about replacing it? I've looked at the flashing and it looks pretty flat, I don't know how they straightened it out so well.

It most likely was not replaced. They either just bent it up to nail the top course or slide the top course under and used adhesives or nailed right through the flashing.

Is the top of the sloped roof on the same plane of the low slope roof? or is the low sloped roof in a hole of sorts?

On 3 sides the top of the flat and sloped roofs meet close to the same plane. Along the front side, however, the top of the sloped roof is significantly higher than the flat roof, some placed 1.5" higher. I supposed during the framing of the house someone made a error.

As long are the flashing isn't installed unnecessarily tight to the shingles, its relatively simple to reuse.
Pulling the nails under it with a bar or slate ripper avoids dinging up the metal too much.
