Replace Power Vent?


I just purchased a 35 year old house and it has about a 1200 square foot attic space. We are planning on adding insulation but I noticed a few things:

1) It only have 8 soffit vents (which need to be unclogged).
2) It has 4 mushroom vents and one power vent.
3) The power vent no longer functions.

Is it worh replacing the power vent? I know they aren't recommended with ridge vents (I don't have) but are they recommended in attics with mushroom vents. There isn't any signs of moisture damage in the attic.

Is just clearing the vents, adding baffles, and insulation enough?
