Proper Vents to Soffits

Had someone in today to look at my roof, and he said the proper vents should extend all the way down to the soffit bay, that way they are guaranteed to get the airflow from the soffit. (This is in a cape, in the kneewall area, or crawlspace).

That just seems odd to would warm air get out, if the only channel left to get out, is now all the way down in the soffit bays?

Appreciate any insight.

What's the size of the rafters (2 X 4, 2 X 6, 2 X 8, etc...)
How thick is the insulation?
Look into "baffles".
Got any soffit/roof vents?

17,000 dryer fires a year, when did you last clean the inside of the dryer near motor or the exhaust ducting?

The rafters are 2X6, the insulation looks to be R30, though there is no vapor barrier so hard to tell. It's jammed in pretty thick against the proper vents.
Roof has soffits and gable vents. Front is standard steep cape roof, back is pretty flat dormered cape.
No HVAC ducts up there!
I just thought if heat gets into the attic, it would rise, where it would be trapped since the only opening to get out would be via the proper vents, which would now be all the way down in the soffit bays....
