A simple call to the building Dept. will tell you.
Not every place needs a permit for jobs like roofing, siding, unattached decks below a certain height ECT.
There not needed in the town I live in, cross the town line and there called for.
All an inspector is going to do if there doing there job is make sure the job meets minimum local codes. They could care less if there's gutters or not.

when ever contractor is not fully installed all the gutters until that i don't want to pay all the money to the contractor or firstly you should hire a roof inspector to check your roof than just look at the gutters which are also most important part so after finishing the whole work .

This is clearly a communication issue, the roofer should have been more clear about the gutters. Doesn't sound like the roofers contract said anything about gutters and the op thought it was going to be added at the end of the job. He was actually doing the op a favor, the roofer could have had his gutter guy do the gutters and made $ on them also, instead he let him deal with the gutter guy directly...I suspect that was his intent, but communication was lacking.

In my area roofers do not do gutters, we have tons of gutter companies that do just gutters. I also have to refer different gutter contractors because most here specialize in only 5"k style and I have many who want half round, copper or custom box style.
