new rubber roof over old

I have a flat rubber roof (slightly pitched 14 degrees) I would like to know If I can place new rubber directly over the old one or do I have to strip it first?old roof is in pretty good shape approx 18 years old,no leaks . just want to replace as part of preventive maintenance. can I glue directly over old using either black or white rubber? no soft or spongey spots on existing roof.
Thanks

(I am making some assumptions here as I don't know the details of your whole system) - You won't be able to glue new EPDM to the old. The roof will be too dirty.

It would be much better to strip the old, then add a 1/2" fiberboard, then adhere the new EPDM. Black EPDM will last more than twice as long as white.

+1 to Ron's advice.

Going overtop, even with shingles, is rarely advisable.

You cannot put any single-ply over a single-ply. Good news though, it's really easy to remove the old.
