What manufacturer products (e.g. Certainteed or GAF) would be most suitable for the Bronx, New York area. Please advise?

Where you live has nothinng to do with what brand of shingles would best.
Both would be fine.
Far more important who puts them on.
The best shingles in the world installed wrong are going to leak.
If you can put this off until it gets warmer I'd do it.

I will second Joe, with the addition of God is in the details, but that applies indirectly to who puts them on.

Do not do a recover. Take off the old down to the roof deck.
