Mule hide installation

Can Mule hide self adhering roofing be installed over existing torch-down rubber roofing that is in non-leak condition but 15 years old?

Mule hide installation

Is is smooth or granulated now?

Either way its not a good idea, but if the current modbit is granulated then it makes even less sense. I would not think it would adhear to granulated well at all. Tear off would be the best option and why not do modbit again or if its in good condition and not leaking dispite its 15yrs id leave it alone.
