Metal Roof improperly installed

I bought a house a few years ago with a corrugated metal roof.

In a recent windstorm some of the panels have blown off. This has led to a discovery that the panels were not attached to any strapping, they were just drilled directly into two layers of shingles.

Since there is no venting in the roof and the whole roof is improperly installed, should I just tear it off and shingle up or take off the roof, replace the damaged components install strapping and re-install?

Obviously the sellers put the cheapest and quickest lipstick and rouge on in order to sell the place. Whatever you decide to go back with it will need to be stripped down to the deck and done properly. You cannot "repair" it the way it is.

Personally, I don't think corrugated roofing belongs on anything short of a chicken coop or storage shed.

This type of roofing is not required by code nor by manufacturer instructions to be installed on battens. While ventilation is important to most types of home construction, it is often done in the attic. Realistically, with horizontal battens (and no vertical battens) behind a steel roofing system, you really do not get the benefit of passive ventilation anyway as the battens block the bottom to top airflow. Do you know who manufactured the roof? My suggestion would be to contact them and get their help in evaluating your situation and determining a remedy.

More than likely the local big-box store. It's not a roofing system, it's simply a material that can be fashioned into a "roof".
