Leaking Roof

So I had a roofer come do an estimate today to see what he thought the problem was, and he said that the slope is so low that water is pooling up. He said that he pulled back shingles in several spots and the nails were rusted. He thought the best solution would be to put a rubber roof on top of the existing shingles. I was just wondering what everyones opinions were of this assessment? Thanks in advance for all of your advice
