Default Leak Issues

During Inspection of home I am to purchase, two roofing issues were noted. No flashing where shingles meet vertical brick wall & no starter strip. Can I install step flashing without removing the shingles & what's the best way to resole the lack of starter strip without removing shingles?

Shingles are going to have to removed in order for it to be done properly. Sorry.

Where do you have leaks?
It may be possible to cut & install a starter strip under the current shingles
Is there IW shield under the shingles?
Step flashing could be inserted under the shingles
To do it right the flashing is supposed to be inserted into the grout lines between the bricks & sealed
So might be a PIA
Others have also just sealed the flashing to the brick - but may not be a good long term solution
