Exactly. The ribs are normal. This looks like an old 4 lb lead pipe jack that was re-purposed on your roof. 3 Lb is actually more malleable and easier to work with. The lead should be turned down into the pipe at least an inch. I actually prefer a separate lead collar that slides into the pipe and counters the lead pipe jack.

There should be no roof mastic on top of the pipe. Very poor work.
