Incorrect shingled roof

How would you correct a roof that has no starter strip and the edge of the shingles are even with the drip edge with no overhang.

Incorrect shingled roof

I'd remove at least the first two rows of shingles, add starter strip set at the overhang you should have had, then reinsatall the shingles.
