ice and sleet shield under rubber roofing

We are having rubber roofing installed over a flat garage roof - someone has suggested putting the ice shield underneath. Thoughts on this?

If the "rubber' (modified bitumen?) roof is properly installed, no additional water barrier is required below the membrane.

"rubber" is a pretty generic misnomer. Regardless, no flat-roof system requires ice/water added as a component.

If your membrane fails, ice/water is going to do absolutely nothing to save you.
