Ice Dams & Leaks - New Roof?


Hi, I am hoping to get some advice from the experts here. I live in northern New England and bought a house last summer. Lots of new stuff in the 1960s house, including a new roof. This past week, after a lot of snow, some sleet and very very cold weather I started getting the telltale spots on the ceiling that indicate roof leaks. The contractor who sold me the house tells me that its just ice dams, everyone gets them (and lots of my friends and neighbors ARE reporting this problem) and that I just need to keep the roof totally clear to keep them from happening.

But I wonder if the roof was put on properly to withstand our normal winters. How do I determine that?
and, is there something that I can use to melt the ice that is on there now to stave off further damage?

what type of roofing was put on? was the old roof completely ripped off, or was the new roofing just slapped on top of the old?

Just because "everyone gets them" doesn't mean the roof should leak.
