Help me interpret this code.

Drip edge at eaves shall be permitted to be installed either over or under the underlayment. If installed over the underlayment, there shall be a minimum 2 inch width of roof cement installed over the drip edge flange.

I looked at some new construction rough-ins and noticed they install the drip edge at the eaves over the felt. I came back later and no tar was applied. Maybe, this is because I live in a warm climate where no ice forms. If I install it over the drip edge, I do not need to seal the shingle to the felt with tar. What is a better method? Should I do over the felt for the rakes and under for the eaves. No ice and water will be installed because of the warm climate.

Thanks

PHP Code:
Should I do over the felt for the rakes and under for the eaves
Yes, do it this way.

The roof cement verbage is old code language and refers mostly to ice damming prevention of leaks. It makes more sense to go under the felt along the eaves though, regardless.
