There is a spot at the back of the house where the rain runs over the top of the gutters, when it rains particularly hard. Subsequently a board on the deck has been exposed to water over the years and now needs to be replaced. This only occurs during heavy rain. The gutter is clean, pitched properly, the flashing is intact. It is a low pitch roof. There are no leaks in the house. My wife insists that there is something wrong with the roof. I don't know what to tell her.

Do you have gutter caps? Are the gutters level?
If it is an uncapped gutter and level, you could try put wedge blocks behind that section of gutter to pitch it up to level and catch the water a bit better.

Couple of things:
1) A "Diverter" is an extra piece of aluminum attached to your gutter that sticks up high and catches overshoot in heavy rain. If it is a valley, as OldNBroken asks, then a diverter will help immensely. If you're handy, you can fashion one out of gutter material with tin snips, and fasten it on with gutter screws.
2) It's the roof, but it ain't the roof. The design of the house and roof (low pitch and all) might contribute to the problem, but if the real problem is replacing one deck board every few years ... replace the deck board and call it a day. Your wife can be right and you don't have to spend a ton of dough on the "problem".

OK people the problem is in the picture, Kind of. How long is the other gutter that dumps into this one. I would bet too long for the size of downspout coming off this gutter. You need to figure the SF of area that is draining to this downspout and find out if it is big enough. I suspect you will find it is too small. Very common problem most home builders ar more concerned with looks than function. Because what problem would it cause, the gutters to overflow in haevy rains "Who is ever going to pay attention to that"!

Looks like there's no drip cap on the edge of the roofing. A sure what to get deck rot.
A cheap easy fix.

Ummm.,.,Did I miss something ?.,Where is the picture of the OP's house ?.,The only one I see is W.O.W's picture demonstrating what wedge blocks behind the gutter are.
