Gutter covers, good or bad

I live in the hills (8500') and am getting snow that turns to ice in my gutters. Currently I pull much of the snow out of the gutters when I use a snow rake on the eave overhang. I have heated tape in the gutters. This combo works, but I'm trying to simplify. If I put those leaf guard devices on the tops of the gutters then the show would not fill the gutters. I could just pull the snow off the eaves with the broom and over the gutter covers. I am hoping that as the snow melts off the roof it will run into the gutters and the heat tape will continue to work as before. However, what I don't know is if the gutter covers will solve the snow in the gutter problem, BUT create a new one.

Does anyone have experience with this? Will it work?
Thanks

There are numerous types of gutter guards. What type do you have installed?

At present there are no gutter guards in place. I am considering adding them as a way to keep the snow out of the gutters. However, I heard somewhere that they created more problems than they solved. So I am trying to see if anyone has knowledge whether this will work before I spend the money and the time.
