Flush mounted roof vents

Have the 750 GSB flush mounted roof vents. When the wind direction is out of the South or Southeast in a winter storm; occasionally snow collects through these vents and snow cones on top of the attic insulation. Also have two turbine vents and NO snow under these.
The vents appear to be correctly constructed; having looked at new ones. Any suggestions?
