do they make a 30 MPH rated shingle that anyone knows

Every shingle on the planet has a 30mph wind rating.A properly installed 3-tab will handle up to 90mph when installing to high velocity wind requirements.

A properly installed arch can with stand 130mph when installed to high velocity wind requirements.

Most of the states that require specific installations for high velocity winds are generally on the gulf coast.Typically anywhere the potential for extreme winds associated with hurricanes.
