felt paper first then drip edge?

I am trying to find out if you should put the felt paper down first then drip edge, or the drip edge first then felt paper for a asphault roof in florida? Thanks

I lay the paper over the drip edge.
I look at it this way, would you start laying the shingles from the top of the roof and work your way down?
You would want water to run down the paper and over the drip cap not be able to get under it.

Under the drip edge on the rake and over the drip edge on the gutterline.

With you being in Florida the FBC requires the starter shingles (And lap) to be sealed directly to the drip edge.(Bull)
