I recently got a roof patch to fix a leak. After a few rain storms we discovered that the roof was still leaking. We eventually got another roofing contractor to check it out. He has alot more experience in the business than the one that did the patch. When he pulled up the patch to replace the whole roof, he saw that the old damaged section of the original roof was still there, and soaking wet. He told us that to properly do a patch, the original damaged part needs to be removed, especially if it is soaked. Is this the case? Did the patch get installed correctly?

To accurately answer this, we would need to know how it was repaired. If it was soaking wet, then it most likely wasn't done correctly, but that happens a lot with under-qualified personnel.
