Under the felt -
secure with nails.
Should be under, some type of "Water Shield" - not felt.

Aluminum drip-edge - aluminum nails
Galvanized - galvanized nails

"RF"

That drip cap should be used on the whole roof not just the lower edge.
Need to go back and add your location to your profile.
Just go to Quick links and edit.
Most areas call for Storm and Ice shield on the lower edge.

Stick an 8 inch strip of ice dams down to the sheathing, at the eaves, hang it two inches below lower edge of sheathing. Install drip edge and nail 24 inches on center. Hand Nail, 1/4 inch in from the back of the metal drip with roofing nails. Metal moves a lot with thermal change, and it will rack the nails if you install too many, too close together. Overlap drip 2 inches on its ends and do not nail through the lap. Install a full roll of ice dams extending down to break in drip, and continue up slope with ice dams to 2 ft inside exterior wall line, continue from there up with shingle mfgr approved underlayment. cut 6 inches off first starter course and hang 1 inch past break in drip. continue on across. Install first course hang 1 inch (Knuckle) past break in drip. All metal edge strips (Rakes and Eaves) get metal edge enveloped like this. Shingle metal at rakes.

The mistake most people make is over nailing accessory metal, and nailing in the laps. You have to allow metal to move, because it is going to whether you like it or not.

Good luck.
